The above disables FastStartup, removes the hiberfil.sys file and shuts down the computer. Type CMD in the search box Right Click > Run as Admin. Sometimes things can get wonky with the hiberfil.sys file that is used. Windows itself has FastStartup enabled by default.
If your UEFI/BIOS has a QuickStart setting disable it.
